Agenda 21 is an action plan of the United Nations (UN) related to sustainable development and was an outcome of the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil, in 1992. It is a comprehensive blueprint of action to be taken globally, nationally, and locally by organizations of the UN, governments, and major groups in every area in which humans directly affect the environment.
The full text of Agenda 21 was revealed at the United Nations Conference on Environment and Development (Earth Summit), held in Rio de Janeiro on June 13, 1992, where 178 governments voted to adopt the program. The final text was the result of drafting, consultation, and negotiation, beginning in 1989 and culminating at the two-week conference. The number 21 refers to an agenda for the 21st Century.
The implementation of Agenda 21 was intended to involve action at international, national, regional and local levels. Some national and state governments have legislated or advised that local authorities take steps to implement the plan locally, as recommended in Chapter 28 of the document. These programs are often known as "Local Agenda 21" or "LA21". For us this means the city councils.
Agenda 21 is not a compulsory document for the city councils to follow, however, those who decide to implement it assume a political and moral responsibility.
Agenda 21 document recommends to evaluate and modify projects, initiatives, ordinances and other laws to achieve sustainable development, which means “giving environmental, social and economic services to the community without affecting the sustainability of all systems (natural, handmade and social) needed to provide the mentioned services”. The goal is, in summary, to grant all the population social and economic development, respecting the natural boundaries.
Having this into account, Ibiza's city council promoted during last legislature to implement local Agenda 21, with the help of all social agents in the city. After a discussion process, we have a Final Action Plan, which is a working document with definite actions already in process.

Technical Staff
Composed by the environmental technican of Ibiza's City Council, with the help of etcs co-op, and the promoter of the Agenda 21 Forum in the city.
Working Groups
There are three working groups:
- Communication and promotion: creating a video clip with the citizens
- Proposal study: working in the different proposal suggested by the citizens
- Schools: they collect the different proposals suggested by the young people and promote several activities
In the future, depending on the action plan proposals, we will study the necessity to create new working groups to implement the actions of the different programs.
Impulse Group
This group helps and creates proposals, being responsible for the organization of Forum Agenda 21 meetings.
Foro Agenda 21
Forum Agenda 21 is an open space for all citizens. In this space we create proposals, follow the action plan and indicators, provide training, and evaluate the forum itself.
